Urban Innovative Actions (UIA)
Urban Innovative Actions Initiative

The main aim of the UIA Initiative is therefore to provide urban authorities across Europe with space and resources to test bold and unproven ideas addressing interconnected challenges and experiment how these respond to the complexity of real life.


UIA 5th Call for Proposals should open in September 2019 (until December 2019). The full topics definitions are already available:


Activities within the framework of the UIA projects shall be organised around Work Packages:

  • WP Preparation
  • WP Project management
  • WP Communication
  • WP Implementation
  • WP Investment


Only eligible urban authorities as defined by the Article 2 of the UIA Delegated Act can submit an Application Form in the framework of a UIA Call for Proposals. However, in the framework of the UIA Initiative, Urban Authorities are expected to establish strong local partnerships with the right mix of complementary partners. All partners need to be from the EU.

The European Commission has launched the Urban Innovative Actions (UIA) Initiative in order to identify and test new solutions which address issues related to sustainable urban development and are of relevance at Union level.
Elegibilility of the applicants: 
First category: Any urban authority of a local administrative unit defined according to the degree of urbanisation as city, town or suburb comprising at least 50 000 inhabitants. Second category: Any association or grouping of urban authorities of local administrative units defined according to the degree of urbanisation as city, town or suburb where the total population is at least 50 000 inhabitants; this can include cross-border associations or groupings, associations or groupings in different regions and/or Member States.
